Middle Peshtigo and Thunder Rivers Watershed

Details

The Middle Peshtigo and Thunder Rivers Watershed is situated in central Marinette and northeastern Oconto counties. The watershed includes 34 miles of the Peshtigo River and the Caldron Falls and High Falls reservoirs and the Johnson Falls and Sandstone flowages. All four of the hydropower dams on the flowages operate in a peaking mode. Soils in the watershed are primarily excessively drained, sandy soils on moraines, outwash plains and stream terraces. Failing septic systems may be a problem in some areas of this watershed.

Ecological Landscapes for Middle Peshtigo and Thunder Rivers Watershed

Ecological Landscapes

The Middle Pestigo and Thunder Rivers Watershed lies primarily in the Northeast Sands Ecological Landscape which occupies a relatively narrow, vertical band of land in northeast Wisconsin. This landscape formed in glacial outwash sand plains (some of them pitted), and has steep outcropping Precambrian bedrock knolls of basalt, rhyolite, or granite. Sandy ground moraines and end moraines are also interspersed in the landscape. Historically, extensive oak/jack pine barrens and jack pine forests were found in the outwash sand portions of this Ecological Landscape. Moraines supported forests of hardwoods, red pine, and white pine. Outwash plains often contained pitted depressions, resulting in numerous wetlands and kettle lakes. Most of this Ecological Landscape is still forested; aspen predominates, followed by northern hardwoods. Jack pine remains on the outwash plains along with northern pin oak. There are several important occurrences of jack pine/oak barren communities. A small percentage of this Ecological Landscape contains spruce-fir-cedar forest and lowland hardwood forest. The Brazeau Swamp is one of the best representations of large cedar swamp forests in northern Wisconsin.

Sandstone Flowage Assn: Sandstone Flowage Ais Control: The Sandstone Flowage Association proposes to control Eurasian water milfoil (EWM) through chemical treatment and prevention measures on the Sandstone Flowage during the period of 2011-2012. The project elements and deliverables are specified in the Sandstone Flowage Aquatic Invasive Species Control Grant application dated July 25,2011.
The project includes conducting annual pre and post-treatment surveys in accordance with DNR established protocal, to monitor the extent of EWM and efficacy of the previous year's treatment; treating EWM infested areas with aquatic herbicides; and conducting education and prevention activities to prevent further AIS infestation, conducting watercreft inspections and distributiing AIS literature. Watercraft inspection records will be entered into the State's online SWIMS database. A final report summarizing the 1-year project will be provided to DNR.
If consultant is to provide the final report, it is recommended the Grantee provide the DNR AIS Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Marinette County: Herbicide Enclosure Study: The Marinette County LWCD is sponsoring a project to study herbicide enclosures for spot treatments of aquatic plants.

Project final deliverables include: all data collected, agendas and minutes for planning meetings, methodologies, results, and management alternatives discussion.

Specific project activities include: 1) In-Lake herbicide concentration monitoring 2) Sub-polygon Point Intercept surveys.

Placement of the system airlines and diffusers into the lake will occur in the fall of 2017. Signing at all public access points to all three lakes of the chain will be placed prior to the ground freezing and the lake forming an ice cover. Open water safety fencing will be installed using the same type fencing system used on Pickerel Lake and will be placed by PCLA members once safe ice for foot travel is present.

Chute Lake P & R District: Hlk - Chute Pond Healthy Lakes 2017: Partnering with property owners, Chute Lake Protection & Rehabilitation District #1 is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Thunder Lake Club Ltd: Thunder Lake Aquatic Plant Mgnt Plan Development: The Thunder Lake Association will be updating and revise an initial lake plan done in 1994 along with an aquatic plant management plan to maintain native plant habitat as well as managing Eurasian milfoil in Thunder Lake. The long-term focus of the project is to protect the high quality of Thunder Lake and maintain water quality at Ecoregion values. The watershed land use condition will be evaluated and loading reduction strategies will be explored in order to assist with management programs.

The scope of the project will include as follows:

a. Characterizing existing water quality conditions and doing a watershed analysis using the WILMS model and the development of a nutrient budget using model simulations for Thunder Lake.
b. Review past plant surveys and conduct a new plant survey using the transect method as in the past survey.
c. Conduct a shoreline survey which will include evaluating current buffer strips and evaluate specific approaches to improve shoreline buffer resulting in a shoreland restoration and protection program.
d. Prepare a comprehensive lake management plan which will include an aquatic plant management plan emphasizing Eurasian milfoil control alternatives.
e. Set up an information and education program regarding the project and results.
f. Inventory and evaluate the adequacy of institutional programs affecting the Thunder Lake water quality.
g. Products and deliverables will include 6 copies of the final report along with a CD and hard copy for the Department, 50 copies of a 4 page lake magazine and 50 copies of a lake poster. The Department should be supplied a copy of each.

Thunder Lake Club Ltd: Thunder Lake Apm Planning Project: This project builds upon a previous large planning grant in order to strengthen an Aquatic Plant Management Plan currently written and developing a plan for early detection of invasive species and AIS response plan. The tasks will include the following:

1. Conducting an inventory of the aquatic plant community on Thunder using WDNR recommended survey methodology.
2. Identifying problems ad threats to aquatic ecosystem by invasive species along with developing realistic goals for management of Eurasian water milfoil(EWM).
3. Identify management objectives to restore native plant communities and target levels of EWM control.
4. Identify and analyze alternative actions for EWM control.
5. Develop an education plan for TIE Area Lakes Association and community members and develop a community outreach program to distribute AIS prevention information such as the initiating the Clean Boats, Clean Waters program on the lake and Eagle Lake while improving signage at access points.

Two electronic copies and one hard copy of all data and the final project report will be provided to the DNR. At least 4 hard copies of the project data and final report and maps will be provided to the TIE Area Lakes Association.
Marinette County LWCD will assist the TIE Lakes Association with implementation and update of the aquatic plant management program as needed.

Northwoods Land Trust, Inc.: Forest County River Conservation Project: Northwood\2019s Land Trust, Inc. proposes to conduct a direct mail education campaign with all property owners on the priority river and stream segments in Forest County that were identified by the DNR Northern Rivers Initiative. An information packet will be provided highlighting voluntary conservation options those property owners can utilize to protect the priority stream corridors. Those options include conservation easements, land donation, land registry and conservation buyer programs. Individual on site property assessments and conservation planning will be conducted with any landowners who express interest.

The project includes the following goals: 1) Direct mail information packets describing voluntary conservation options private landowners can utilize to protect their properties. This information will include how the options can protect land while also providing income, estate and other tax benefits to landowners. The mailing will include all private property owners with at least 500 feet of natural shoreline on these priority river segments; 2) Conduct on-site follow-up contacts with interested landowners as generated by mailing and media publicity; 3) Encourage interested landowners to voluntarily enter into perpetual land protection agreements or utilize other land protection tools to protect their priority river/stream segments.

Project deliverables include: 1) Copies of color GIS maps of each of the towns with digitized parcel maps will be provided to illustrate the parcels/landowners identified within 500 + feet of existing natural shoreline frontage; 2) A generalized listing of Forest County landowner follow-up contacts by program type will be provided.

The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Trout Unlimited-Wild River Chapter: Spencer Creek - Reconnecting Coldwater Habitat: Wild Rivers Trout Unlimited will be sponsoring a restoration project on Spencer Creek, Forest County, WI. The project will replace an undersized culvert that is restricting flow and, is creating sediment deposition upstream from the culvert and scouring downstream from the culvert. The perched culvert is also impeding fish passage. Replacement of this barrier will reconnect 5 miles of Spencer Creek to the Rat River system and 1.56 miles of Swan Creek.

Project goals: Restore the instream habitat and aquatic connectivity of Spencer Creek. Additional expected project accomplishments include: elimination of impounding conditions upstream from Flanner Road; restoration of natural stream velocities both up and downstream of the road crossing; restoration of trout and other aquatic organism movement throughout the entirety of Spencer Creek and in and out of the Rat River, allowing natural movements to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system; reconnecting 5 miles of Spencer Creek; reconnecting use of 1.56 miles of Swan Creek.

Project deliverables: A post construction report describing monitoring conducted to document changes in velocity, water depth, silt depth, substrate type, invertebrate abundance and a mark and recapture study to ensure that fish are moving through the newly installed culvert. Temp thermistors will also be deployed to document any changes in upstream water temperatures.

Specific conditions for this Project: The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

The hatchery was built around 1938-1945 by the Civilian Conservation Corps (CCC) and the Works Progress Administration (WPA) using log structures, hand-placed riprap on the river and flowing water from the river to raise the fish - no pumps or wells. The earthen ponds were constructed in 1958. Brook, brown and rainbow trout have all been raised at the rearing station, however, it has been found that the cold water from the Thunder River is more suited for raising brown trout. The rearing station does not hatch eggs. All fish raised at the station are brought in from the Wild Rose State Fish Hatchery. Thunder River rearing station annual produces around 300,000 fingerling brown trout and yearling Coho salmon for Lake Michigan. When it is time for stocking, the fish are loaded into tank trucks and stocked into Green Bay and Lake Michigan
